starter bad or not

So my car started up just fine this morning. Started fine when i left work. Got home and had to tighten my alternator belt and got it tight went to start my car and it tried to crank but acted like the belt was to tight to turn over. Now it wont even try to turn over at all i just hear the fuel pump inside no clicking or nothing. Im thinking its either the starter relay or the starter got fried. Any ideas ??

Hit the starter with a hammer or big wrench if it starts after that the starter is going out.

If its not already out. Before it would take a couple turns of the key to make the starter go to be able to start the car.
