Troubleshooting guide:

1) Your waste gate is welded shut or stuck closed. The lever on the flapper may be slipping on the pin or whoever welded it used a different piece of metal and let flapper swing freely.

If 1 is not the case goto 2.

2) You didn't really disconnect the flapper. Disconnect it.

If 2 is not the case go back to 1.

I concur... I really don't think you had it open. The gate is designed for the turbo. There's a difference between it creeping up to 30 and just spooling strait to 30. Sure you may have the one oddball wastegate thats wayyyyyy too small but I doubt it.
