When trying to buff out sandscratches the best thing to use is a big angle grinder with a buffer wheel. The high speed really rubs the rubbing compound in good. You gotta sand it down with like 1500 grit and then buff with rubbing compound. when using a high speed buffer like that you gotta be careful for the edges cuz if you catch that your skrewed. I dont know if that will help you out but best of luck to you.
