Not sure, idk if the Evo 8 ones are that restrictive, everything I could find on evolutionm says that although the 9 cover is physically bigger it doesn't actually flow more because the air channel inside is the same volume just the diffuser is bigger, which is the reason for the bigger back plate. This does help build boost slightly faster but an actual gain in power would be minimal and building boost a couple hundred rpms faster was the sole reason Mitsubishi changed the design. 9 turbos have a bigger turbine housing and a bigger compressor wheel, 49.2mm vs 48mm, and that's the main reason they make more power than 8 turbos. That's just what I read on evolutionm, the more important part that's better on the 9 turbo is the turbine housing which this one has.
