Its called "Google Bombing".Google looks for pages linked to and context surrounding the link in other pages to make its search engine ranking.So if enough sites have a link to a George Bush site, with the words "miserable failure" in them, thats what will pop up on Googles search.The "miserable failure" thing was the work of one guy, he just convinced enough people to put the appropriate links on their sites.
