I had the same problem. I forgot to install my cam postioning sensor. See the cam sensor runs one pack and the crank sensor runs the other pack. Looking at the motor if you left pack is doing nothing but the right one is then its your cam sensor. if the right one does nothing but the left one does then its the crank sensor. Least thats what it was on mine.
if it is your cam sensor make sure that you remembered to install it and plug it in. If you forgot to install it you can put it in without taking your belt off but you have to be very carefull and loosen the cam sprocket and pull it off just enough to stick the sensor in there. Its hard to do but I managed to get it done so I know you can do it.
