I suspect it's quite flexible. I know one of the stipulations is it cannot be your only car (I.E. you have to have another currently registered non-collector car in your name). I know people that have collector plates for various mid-80's Japanese cars and they drive 'em all over town... never been an issue for them. YMMV.
