bov no recirculating?? compressor surge?

i have a 97 2.4l dohc turbo 4g64. hard piping. greddy bov. now. the problem is i do not believe when i get off throttle that it is recirculating properly. and if i only boost from 2 - 5 psi and let off throttle, it sounds like the air is coming back out the turbo (sounds like a diesel when of throttle). and when im on full boost and put the clutch in it dips below idle and almost dies. sometimes it does quit. the bov sounds like it chatters a bit too. When the the car is not moving, and i rev it up to about 3500 rpm's, the bov does not operate. i have tried different bov and they do the same thing. the vacuum line is hooked up right onto the intake manifold. and it is recirculated into the intake. i am using a 95 eeprom. 96 wiring harness, 97 4g64 block, and a 96 head. is the vacuum wrong? is the bov set too soft? i just dont know. i dont want this little t25. but why wreck a good turbo. thanks for your help!
