When are you checking for power? Power to the fuel pump don't come on until you start cranking the motor, it doesn't prime at all on the Evos with key on. The fuel pump fuse is in the fuse box in the engine bay, it is one of the ones with an engine picture.

I checked all of those fuses and yes we checked for power when cranking over the engine.
