I don't know if you would see a real world benefit that would make it worth while. Yes there would be more force going down that one scroll and getting applied to the exhaust wheel, but only half of the wheel, which equals less rotational leverage on the wheel. Secondly, there could be the issue of a vacuum forming in the closed off scroll side of the wheel which could actually hurt spool up more than just running both scrolls open.
