That right there is bullshit. Mitsu does not recondition bumpers. They only sell new ones. My guess is that the insurance wanted to go with a reconditioned bumper, but they weren't able to get one since the Evo isn't exactly a common car. I wouldn't want a reconditioned bumper anyways, most of the time they fit like garbage and sometimes the repairs made to them are totally obvious and not done properly.
