Based on my expirence, im going to say 250 or less at the wheels. Mainly because of the SMALL 16g and the 15psi. When i had my small 16g on my last 2g, after spoolup it seemed to basically fall off on the power, (butt dyno). This was with 680cc injectors. on this 1g that i just bought, once i get it running, im not really sure how long it will keep the Evo 3 16g turbo on it, im used to much bigger turbos and i feel like im going to get the itch and upgrade. But ive never had an evo 16g on my car so who knows.
Some of the more effective mods to help your setup:
Bigger turbo, even if its an evo 16g or 50 trim.
Heavier clutch to transfer the power from the crank to the wheels better.
Bigger injectors
2.5" FMIC Piping (if not already there)
Cams
SMIM

Those are just some items that will give you a definite increase in power. After that you are looking in the range of the low to mid 300s.
