You sir are thinking of flat tappet lifters and lifters in the pushrod sense. HLA's (Hydraulic Lash Adjusters) are typically replaced only in a noise complaint or bleed down situation (or to increase RPM range/adjust for ground down camshafts).

I agree that HLA's are a good idea to swap out as they are old, but it is not required.

Have you checked your cam followers? It could be a bearing going bad/flat spot on one of the cam followers (or as others would incorrectly call them, "rockers") How are the cam's wearing in? All the head oil flow passages clean?
thanks for correcting me. I'm still in school and it's a lot of info to take in and I sometimes get little details mixed up.
