If there is no WEP encryption set among other security measures... yes you can pickup a neighbors signal. Mostly households don't contain an IT guy so when they buy/install it, it's pretty much open to the public. But for someone who knows what they're doing, you can setup shared keys, only allow specific MAC addresses to connect, etc...
