You can always do the block and not put on the bigger stuff until you can afford it too. The 272's are the minimum cam I would recommend in a 2.4, Steve just had them from his 2.0 and transfered them over. The stock cams would work, they are just going to cost some top end.
I am still on stock intake mani, so that isn't even a must have. I say swap the block when you get it built, find a nice used SCM61 (or a new one), upgrade the fuel system if you haven't and drive it around.
I have 1mm over valves in mine, I am sure they help power a bit, but the stock head flows well. I would leave it stock until you are getting around 400 awhp or so, unless it needs a rebuild anyway. If you get up by fridley at all, give me a yell and I can take you for a spin.
