I was going to say that the return line was blocked. Do you have a gauge to see what the fuel pressure is? a bad FPR could either have there be no pressure or too high of pressure. Also the tank doesnt have to build pressure. The EVAP system is the one that wants the gasket there(beside gas not spilling out).
