Rebuilt S16G on, now smoke/hesitation/no BOV

Car is a 88 Mitsu Starion: S16G, 3" Hard intake with 1G mas+K&N, 2.5" exhaust w/ resonator only, intercooler hardpipes, Turbo XS-RFL, NGK plugs + wires, MSD coil.

Ok, so I bought a rebuilt S16G from a member on another forum. Rebuilt by trilogy turbos, which is well known 'shop' from that place. I finally get it on today, and go to start the car - seems OK, nothing leaking (that's all i was looking for). It's night and halfway outside my garage so I didn't look at the exhaust. If it matters, I put on a new SS braided oil feed too. Anyway, I take it out, decide to see what kinda effect it'll have on my car - so i get on it. Lags a TON, then if i go WOT or near that it sorta chokes onto power, but it hesitates bad. Also, my BOV never went off during the shifts or off throttle, and my gauge was showing about 14PSI.

Bring it to a gas station because something is obviouslly wrong. At this point i notice i'm putting out blueish-grey smoke from my exhaust. I'm thinking "oh great, new turbo has bad seals...AWESOME". Take it home without boosting and check a few things...

- Open the oil car, oil seperator at the VC, or oil seperator at the intake, and smokes comes out.
- Dipstick slighlty pushed up
- Pulled off the intercooling piping from the turbo-intercooler....no oil inside it.

Car ran perfect (other than idle problem when warm) before i swapped turbos. Old one was a stock 12A. Car still runs perfect OFF boost, other than the smoking. What the heck is going on? Bad seals on a rebuilt turbo, or something else?
