Last time I checked, we aren't at war with Iraq, nor have we ever declared war since WWII. Congress declares war, not the President. And Congress basically gave the President control over the armed forces. So technically, we aren't at war. Bush did however lobby for support from Congress to show the world that America was behind his actions.
