I stopped reading that article once I read that. Burst speed doesn't mean shit. The speed that you can sustain over a period of time is what's important. When I had 768k SDSL I rarely had a drop in speed, which it was pegged around 80kB/second. When I'm downloading with cable it's never at the same speed, and usually slowly drops off over a period of time on large downloads.
