This kid is the only one, and may be the only one for some time, who can say he's got 3 arms, and 3 legs.
I'm guessing the arm doesn't have it's own sholder blade, or if it does, it's not conected with the proper muscles to function corectly. It would be fricken awsome, could wear a normal shirt and keep one hand in your pants to play "Pocket Pool" at all the meetings at work.
Why wouldn't the kid be able to move the arm if it was fully functional? For example, if you want to talk about control of limbs, insects with far less brain matter then us can move in some cases, hundreds of legs. And if you want to say, oh, that's genetics, they learned over thousands of years. How can a lady in china drive a car, give a perfectly good hair cut and play the piano, all with her feet? She learned to cope with her handycap, and so would the kid. The brain can handle it just fine, however the muscles may not be there to fully use the limb.
