Actually your kind of backwards. Boost creep is a result of very free flowing exhaust the lets boost build very quickly and as a result the wastegate cannot bleed of the boost quick enough and the boost will climb. This is very common on a intenally gated turbo running a full 3" exhaust or bigger, especially if you have a O2 eliminator downpipe.
For example, my Laser had a full 3" exhaust w/ O2 eliminator downpipe. The boost would climb to about 18lbs if it was above like 50 degrees or so. The colder it got the worse it got, in the winter if I stayed on it in 3rd, the boost would climb to around 24lbs.
After porting the wastegate it was better but would still creep when it was really cold. We got it to stay steady at 14psi when it was above 50 degrees.
So I would port your wastegate or go external. I wouldn't think it would be your boost controller unless its sticking or something. You would try a different one though.
