You can import a R32 from Canada for pretty cheap now. If you do your own work and have a shipping connection, getting one here wasn't, I mean, isn't that expensive. You could have still driven it on the roads but mileage limits and special conditions applied. Some states wouldn't have allowed you to "operate" that beast on state highways or interstates. Isn't there more then just emissions though? Don't you need to install MPH guages and safety glass?
