The state has been taking about 3 months to get titles out for the last year or so. Short of promising the title when it comes, you just have to wait. You should've registered it at a friend's address in Wisconsin, you can get a new title on the spot at a DMV over there.
You are correct, you are supposed to title a car in your name even if you intend to sell it right away. Realistically, since the state is concerned about the revenue from the tax when buying a car and since that amount is $10 on any vehicle 10 calendar years old(1996 or older, 1997 and older as of 1/1/06) *AND* under $3000, chances are slim that they're looking for you for that amount. Not condoning anything, just stating the facts.
