Me and a friend were in a debate about a T3 vs. a 14b. Does a T3 at 7 PSI outflow a 14B at 15 PSI? Someone should know the answer to this?

What T3? Saying T3 is almost as generic as saying turbo. You need to give the exact specs. However, the largest T3 compressor wheels only flow about as much air as a 16G. So, it isn't going to beat a 14B by a huge margin.

1psi=1 pound of air per square inch.
cfm= cubic feet a minute
psi is relative to what level atmosphere you are at and...well we won't even get into that.
cfm=relative to the efficiency of the turbo and setup of the motor/everything else...once again won't get into it.
so...NO they aren't interchangeable.
About the straight up T3 question, it varies, depends upon which T3 turbo it is, also, what it comes on, if it is a T3/T4 hybrid...yada yada yada...ecoli is right, most full T3 turbo's are really tiny.
hope that helps.

what im trying to figure out, does a 14B at 7 psi make more CFM than, lets say a T25 at 7 psi?

Yes.
