Macromedia HomeSite to get the general body and format down, allows for quick previews and inserts tags for you so you don't have to type the whole thing out.

If I need to make a quick change and know what I'm going to change, then I just use trusty Notepad.

Notepad....

but if you want to do it from scratch i'd say go with dreambeaver studio mx
