I'm am looking at getting some new rims off ebay and the ones I'm looking at say they are (5x100 or 5x114.3) +40 offset 17"x7".

First of all will these fit my 1990 Plymouth Laser?

And second what does +40 offset mean?

DSM's are 5x114 so they should fit. Offset is pretty much how far the wheel sticks out from the hub.

On a 1g with 17's, you don't want to go lower than +35 on the offset. On a 1g with 16s, you can go as low as +30 and it'll clear the 1g small brake calipers. Almost any wheel will fit when it comes to offset because the wheel makers these days are making them a generic size to fit many cars without issues, unless you are trying to buy truck wheels with +0 offset.
