I'm not a 2g owner, but I thought the headlights and bumpers are different from a 95-96 to a 97-99..

They are, that has nothing to do with the hoods though. Hoods are the same from 95-99.

There are all different kinds of cf hoods. Is it ALL true carbon fiber or is it just the outer layer?

yes its probably real carbon fiber but the outer gel coat is the quality and how good it was made. my buddy had a cf hood on his 3000 and it faded and looked like shit after two years and got a different one and stll looks awsum after 3 years.

I'm not sure what brand it is but I had this hood on my 2G for lil over a year now has it has zero sign of fading

I have a carbon fiber hood on my Spyder. Has been on it for ages. Just a little cracking due to all the heat from the manifold.
