Boost leak or what?
 

When I boost it will peak at 20 psi but then drop to 10 psi but then sometimes it will just stay at 20.

do a boost leak test and see what you get

Could be, could be a whole bunch of other things too, if your too lazy to do a boost leak test, just look at your intake hoses for oil around the connections, if they leak air they will probly look oily unless you took your breather hose off.
