Try lubing up the pivot points of the light frame, most of the time the motor is fine.

The motor turns but it seems like the housing is either cracked or the gears aren't meshing properly. It does make noise and run. When the motor turns, as soon as it starts to get some torque on the arm it buckles and then just sounds like the gears aren't meshing.

The damn coolant fill neck and power steering resevior fill is in the way so I don't have a precise look on it. To even remove the motor do you have to take out those two parts? Or just the fender? It appears the motor is behind the fender. Any more help would be apprieciated.

One thing is if I pop off the pivot arm the motor can make complete revolutions. It's just when the arm is attached and torque is applied the motor keeps turning but with a clicking noise which sounds like the gears are not aligned or something.

The moving parts of the frame are probably siezed up. Lube the joints, and if that doesn't help, you may have to lift on the light a little to break it loose.

It's been ten years since I've done it. But I just unhooked the arm from the motor, removed the plastic covers around the headlights and lubed up each of the joints, all while moving the headlight bucket up and down by hand until it moved easily.

Alright it's the motor. The internals are not working properly. I checked it with the other side to know for sure so I need a replacement.
