Is there a shop that just does porting on the valve ports without cleaning the head and installing internal parts? I think my head might need to be decked also. I'm going to run 1mm oversized valves. I just need the valve ports to be 1mm bigger.

Probably not. The head needs to be throughly cleaned if you port it or deck it. And the 1mm over valves will need a valve job and need to be installed. You can put in 1mm over valves without doing any special porting. If you have stock pistons though, make sure the bigger valve aren't going to contact the pistons. Aftermarket pistons have larger/deeper valve reliefs.

The head is kinda clean. I haven't taken out the valves and springs but once I do, the whole head will be very clean after I clean it. I will not be using any stock internals as everything will be upgraded. I'm planning on using the brand ferrea for valves.

I guess what I'm looking for now is hot tanked and cleaned, decked, 1mm oversize valve seats, and installed valve springs and valves? Is there any shop that just does those instead of doing a full head install and porting on the intake and exhaust ports? I will be providing the valves and springs.

That is what a machine shop normally does. Headwerks is pretty highly recommended, but a little spendy.
