As far as I know, ball bearing turbo's can't be rebuilt, just replace the CHRA

Re: Turbo rebuild

i replaced the CHRA already. Carefully and torqued down to orignal specs. I have other turbo's lying around that i want to rebuild it. I've done the MHI 16G already but will need a machine to do this other turbo.

Wheels are balanced outside of the center section housing, not when it's all put together

There are two ways to balance them. One with the turbine wheel/shaft, compressor wheel, and compressor nut getting torqued to spec and balanced. the other way is to balance after assembly. There are highly specialized machines that can do this and because of this fact, the shops that have them are limited due to the added cost. I do know that FP does balance their turbos fully assembled though.
