My 91 Tsi with moderate mods isn't wanting to work well---go figure

Dejon uppipe, and intake with 2g mas, 2g exhaust manifold, stock injectors, walbro pump(didn't overrun fpr) a/f gauge, boost gauge, safc, bla bla bla, anyway, I was noticing a decrease in top end power after 4500, and found that little metal ring/bracket on top of the turbo had fallen out of place and was blocking the top of the turbo(i took the manifold off etc) and now it still is lacking top end power, i do have my downpipe off etc becuase im fixing it, and i have new ngk plugs etc, could this be a result of a boost leak, becuase i have had boost leaks before and pretty bad ones and it has neverbeen like this, i am at 18 vac also, any advice helps although im getting it tuned at lse in a week or 2. thanks!

Compression test? Running out of fuel? Do a boost leak test.

A boost leak could definitely do that. It will make you run rich, which loses power.
