Very simple. You put your license plate within a sealed (airtight) chamber filled with argon gas. You then run an electric current to the chamber. When you hit the switch, it "tints" the chamber.
The Washington Monument had this in its elevators when work was contracted out to restore the brick on the inside of the structure. Work would be done in a certain area, and the elevator windows would do that. |

So illegal, but so sweet!

I've thought about something like this when it's parked, but it would just simply be too much work to encapsulate the plate. If you really are interested in hiding your license plate, just make two tracks for the plate to follow and use an actuator to move the license plate. For the front, just use a hindge on the top and have the actuator push the plate down when driving and pull it back up when you're parked (under the front clip).

That is easier than you think, there is privacy glass like that available. You just run an electric current through it and it goes opaque. They were devoping it at a company I used to work at about 8 years ago.
