Headlight Buildup

I just bought a Grand Am and there is like a white buildup on the exterior of the housing. It looks kinda like salt build up? I'm sure someone here has had this problem.

How do you get rid of it? Wet sand?

Rubbing compound and some elbow grease or an orbital buffer. I'd start by trying some Meguiars Scratch-X by hand and go from there.
