The wheels will spin when the car is in neutral, hell mine always did it. THey dont spin fast and you can easily just stop the wheels by putting the break on.
One major thing to check is the clutch pedal adjustment screw under the dash on the clutch pedal. Loosen the bolt and check it then.

It's not going to start with those compression numbers. Not with the starter, not push starting. Figure out why the compression is so low. Start with the timing belt.
