Town for the Deaf? Location Specialization?

Just came accross this. Very interesting and I wonder if it where ever to happen how it woudl work with interaction outside the community and what changes might happen to it in 10 years.

Now if only we could fence off one state, say Utah for example, and put everyone involved in crime in one area. Obvoisly a completely different view on circumstances between the 2, but what do you think about location specialization and it's possible future?

Australia started off as a colony just like that for the English. They shipped all of the bad convicts there. I think that is why Aussie's are so damn tough!
