Women would be better as they tend to see the little things. They look into things more than men. I tend to take things at face value. Non verbal cues lead to fights.
I think it's universal. I think women of all races can tell things about others both male and female by their subtle actions

Women are better at picking up on non-verbal cues but as for interpreting, they do sometimes interpret wrong. I will have to go with women, though, because men rarely pickup on the non-verbal cues therefore can not interpret something they did not see.
It is cultural. It depends on what environment you are raised. Actually I would say it is more individual than it is cultural but for this exercise I will answer cultural.
I'm about a 5.
