sometimes when the car is started it would run rough like an intercooler pipe is loose or something then once u restart it, it runs normal, it does this on/off.

Things to check:
Coolant Temp Sensor
ISC (Idle Speed Controller)
Spark Plugs/Wires
Coil Pack
Check for any vacuum lines that have came loose
Can you drive the car fine after you restart it?

Almost sounds like a "hot start" condition. Both of ours do that when we shut them down after a drive and then go out and restart them a few minutes later. Terina's is a little more susceptable to it than mine. Sounds like something with the ISC (like Craig mentioned) or some kind of a vacuum leak (again like Craig suggested).
When is this happening? Cold start up or warm start up? What are the chain of events leading up to this? We need more details then "my car stutters."

after u restart it the car runs fine like normal..we put a egr blockoff plate wouldnt that deal with the ISC? ill check the coil packs since i alrdy change the spark plugs and checked vaccum lines. Usally during after a drive (hot start up)

if you did the egr blockoff, you could have missed some lines a. It would effect idle but I don't think it is a part of the isc.
