I have a 95 GS-t and was wondering what it would take to make 400whp, Is there a ALOT internal mods that need to be done or is it pretty easy to bolt-on 400whp? I was thinking of possibly gettin a bigger turbo, FMIC, exhaust, and possibly cams, with all the supporting mods to accomplish these mods. Where would these kinda mods roughly get me?

Just bolt ons and you will be ok for a while, untill it crankwalks. A member here was making 450 or so on a stock 7 bolt bottom end for a while, then he had oil pump issues wich lead to a spun rod bearing.

Yep, 50 trim, SAFC, 660's, fuel pump, 3" exhaust and FMIC. That will get you well into the 400's.
