I think the privacy issues arises with the centralization of all your medical records in a system that has to be easy for any medical personnel to access, and thus, easy for anyone to access.

You need to be within a inch or two to even read these RFID tags.Not something easily done without your knowledge or consent.

And as I read more about it, the chip itself doesn't hold any information, it just has a serial number, which a hospital or doctor would enter into a secure database that has your info.

Its so they can identify your body when they pull the chunk of arm with the chip in it out of the dsm that wrapped around a lightpole.
