Turbo return line bolt

Anyone have trouble putting the bolt back in; oil return line bolt to oil pan. One goes in without a probblem but the other seems to be loose and at other time it screws in a few turns and stops.

did something happen when taking apart? Or did you misplace the correct bolts by chance?
