where does the vacuum line from the cruise control actuator deal near the drivers side fender go to?

Either to the intake manifold itself, or the vacuum line block bolted underneath it.

It goes to a ventri pump that is mounted on the bottom of your throttle cable block. Follow the cable back to the block. The pump is mounted below that.
