I wouldn't pay over $1000 for a running non-turbo 1G or 2G.

Why do you even want that car though? It had 226,000 miles on it and a blown engine. The mods you listed on it are worth about $0.13.
I am sure it is still for sale. On carsoup, if you don't renew your ad after 30 days it is automatically deleted. You should be able to find a 95 turbo eclipse or talon for around $4500.
On that 97, the kelly blue book is $4100 in good condition. Needing an engine would drop the car down to the poor catagory where they will not even give a price. In the fair catagory, the value is $3500. Not even close to the $4500 + the $1000 needed for a new engine + labor. If you are set on this car, search car-part.com first and get some quotes on the cost of an engine. If you cannot find an engine in MN it is definitly not worth getting. As far as taking him down, show him the value of it at kbb.com. Check it out and see what catagory you think it would fit in if it had an engine. Subtract the costs and offer him that amount. I would say it is worth maybe $2500 as is.
I wouldn't get it IMO. That car has probly been beat to shit. Since the engine is gone, how do you know that the tranny is fine. He beat on the engine so the tranny had to have taken alot of abuse also.
Buy a turbo model. You will be much happier.

Big suprise, the guy still has it... so yeah im prolly gonna go and check it out on sat.. do alittle talkin and what not. Hopefully i can get him down otherwise hes S.O.L. And as for the tranny being in bad shape, i plan on upgrading all the shit eventually any way.. so if i can get the actual body for cheap.. ill have more money to spend on new drivetrain stuff :D

Why even bother upgrading a NA... its way not worth it in my opinion. Look for a blown turbo car. You can find them cheaper then or at the price of that NA. Maybe not as new but turbo is way better then no turbo. And turbo add-ons are gay.

No I meant a car that is originally NA and putting a turbo kit on it. In the long run it will cost way more than a built up Turbo-DSM. And then you are still stuck with FWD. Also the engine/tranny wasnt built for alot of power. So your setting breaking limits even lower than on a stock turbo dsm.

I've owned both NT and Turbo 2G's:
~1997 Mitsu Eclipse.. Yes. lots of miles,(226,000 ) but new EVERYTHING.. Needs new engine (hole in block - found engine for under a grand), Florida car, Many aftermarket & performance parts: Brembo slotted/cross drilled brakes, OBX Bomb exhaust, Dark Purple tint, reverse indiglo gauges, stainless steel dash kit, Sony Xplode CD, Iceman Cold-Air Induction, More
With that milage on the body, even with a working engine, its not worth $4500.
They only thing really worth any money are the Bremo Brakes, everything else there is really not worth much, especially used.
A built 420a Engine, turbo kit isn't that terrible, although you'll end up dropping alot more money on it, then if you had just saved up and bought a turbo car initially.
If you look around, you can find a GREAT condition 2G NT for $3500 or less... considering the time you put in to it, the $$$ you'd spend fixing it, and the hastle, it'd be worth just buying a working one.
Although, if you plan to go the turbo route, there are decent GST's available for ~5k. It really is a decision that you'll have to make, NT is fine if you just want to rice it out, itll look good! But if you want to go fast... save for a factory turbo car (You'll always wish you had AWD if you dont buy it :-\)
