No, not blocked off.
It's been like this before I bought it. Never bothered me.

If it idle's high after warm up its probably the low temp idle boost thats on the bottom of the throttle body, has the water lines run to it, if you take the water lines off it doesn't ever warm up so the extra air it lets in is still there once warm.

Believe it needs a new ISC/FITV.....whatever Mitsu calls them.
