Have you tried adjusting the Base Idle Set Screw ?

This. The BISS can be adjusted to allow a cracking of the throttle plate. This will allow you to get more air in for cold starts, but be advised it will raise your baseline idle, which can prove to be annoying to some.

Best bet is to get in a working IAC and make sure you BISS o-ring is good without leaks.

Thanks Everyone. For the advise again. I figured adjusting the screw slightly for a higher idle at around 1500-1700. Close to guaranteeing a start up. Install the IAC and hope it will help in keeping the motor running.
