Wait, what? So when you turn the car on, and it's still only vacuum, it's sitting at 0 psi? Are you sure that boost gauge is accurate and not defective? I would hook up another one just to test and make sure and until you're sure, turn down the boost way low so you're not risking blowing stuff. Where did you tap to get the feed for the boost gauge? Also check your vacuum lines/boost lines just to be safe. I've just personally never heard of something like this, maybe someone else on the board has and can chime in.

Was it working before? Perhaps something is not hooked up correctly. Let's go back to square one; what's your setup, what did it do before, what else did you change, etc etc etc.

What kind of boost gauge and where is it hooked up? The boost gauge could be bad or you might just have it hooked up to the wrong spot and only seeing boost. If you have it hooked up to port that doesn't see vacuum, then you could very well be seeing 30+psi.

i think i figured it out? but would a 2100 act clutch not be able to hold a 16g turbo? cuz as far as i kno that is all i have done. so the boost gauge is prob in the wrong place and it slips and revs high.

That depends on your setup. How old is the clutch? How much boost are you running? How much power are you making? Do you slip the clutch a lot?

i got the clutch is good condition and i think it stopped slipping, i think it was the boost controller or something. i am running 13psi it has slipped a couple times, but got worse so i pulled the boost controller. and it seemed better

I had an act 2100 running 27psi on a PTE 50 Trim and I slipped it all the time. Worked great, I dont see any reason you should have any problems on 13psi with a 16g and that clutch setup.

Where does your clutch disengauge at? If its on. The floor then you have a problem with your master cylinder or maybe your slave I was running 17 and broke a tranny and that clutch is still prime.
