I have a 1994 Honda Civic SOHC VTEC and want to get an awd vehicle. I will be looking at a 1g talon today but it is a 1992 and i really want to get airbags.

Another problem is that I would be paying 2700 which is 1200 over kbb value but the car will be having its timing belt fixed, a newer motor, and an upgraded turbo.

Is this a good deal and if i buy it where can i get a 4 point harness to make up for the loss of airbags?

Harnesses in a daily-driver with no roll cage will probably be more unsafe than regular seatbelts and no airbags. What if you get T-boned? What if you roll? If airbags are a must for you, look into getting a 2G instead.

KBB values really don't mean anything when it comes to used DSM's; they are an enthusiast car so they definitely hold their value a bit better than the average car. Any more details on the car you're buying?

Yep, KBB don't mean squat for anything before 2001. Especially not these cars, 1G's have been above book since the late 90's.
