Looks like they filed the equivalent to Chapter 11 so parts production will continue as normal.

What's that actually mean? They will continue production and selling of their parts? If that's the case than what's different?

They basically just are forgiven their outstanding debts giving them the opportunity to restructure their company (they pay what they can by priority level, once the money is gone the remaining debts go unpaid).
