From what I've found online, this is actually a guy, who uses this as a pen name or something like that. Anyway, a lawyer from AR, who has written several satirical articles in the past.

Perhaps it's in a democratic newspaper because he's pretending to be a dumb conservative who blames the threat of global warming on liberals.
