Are you pointing at the metal lines? If so, thats for cooling the power steering fluid.
2nd pic isn't loading up totally for me.
I had plenty of room to fit my FMIC with those lines still on there. If you need some pics, lmk.

Take the bolt off the bottom of the radiator support support(thing that goes up and down) and put it behind it and bend the lines slightly so they dont rub up against it. Thats what I did with mine. Check out my pics...

I just fabbed up some brackets with some parts from Lowes. Found them in the door hinge section I believe. Costed under $10.

Actaully I just realized that I didnt have to bend it at all. I bent the line when I put my fans in.

Yea I ended up putting it behind that metal bar. Except the bolt was just about all rust and wasn't coming off in one piece. And it's like impossible to get a new bolt in there because of all the wiring that goes on behind the metal frame. Anyways, me and my dad drained the power steering fluid and friggin took the whole line out and slid it in behind the metal bar. Took like an hour cus those clips holding the rubber tubing on are hella hard to get off! Anyways, she looks fine now. But I'm still having trouble getting my fmic to fit behind my bumper. I have grinded down my bumper quite a bit and even bent back my brackets so it's closer to the radiator, hence, why I relocated the power steering lines. I'm having some trouble getting my bumper to fit up all nice and pretty. Any advice?

Cut down bumper more. I cut off about 1-2 in. of mine to make it fit.
